Nobody that you don't trust should have the rcon password. If you can't trust them to not give it out then they shouldn't have it. They should only be given access to things via AMX Mod X (if you can't trust them). So, if you are paranoid, only one person should have the rcon password, the person who owns the server.
Also, anything based on IP is unreliable since it's extremely easy to get a new IP.
