Helltower / Auto team balance broken?

Setting tf_forced_holiday to 2 on helltower, using valve's built in autobalancer with unbalance teams to 1, it keeps trying to balance the teams, and spamming chat, but never moves people. You can't join the unbalanced team either. This a new thing, or something else? Doesn't happen on any other maps.

Probably. If you are a ghost and go spectate in hell, it instantly respawns you in the normal spawn. Just going to disable the map for now.
