I'm trying to write a spray plugin

But spray id is for get client inventory and create msg sent to server

So i need send a fake inventory to client

Is that possible？

there are plugins here where players can use custom sprays while pressing E

That would be considering "cheating". Once you're giving items to players once they don't have it, like iventory changer. Server can't change stuff from client side.
