Guys, no matter what I do, I can't change sv_allow_votes to 0, it keeps in 1 even if I change in rcon in console.

I only have basic plugins installed, to run a DM server.

This started happening after the operation updates, not sure exatly wich one.

Any ideas?

PS.: This same problem happened to me with the mp_backup_round_auto command, but I just give up changing this same value to 0

You need to check on:
Code:
gamemode_competitive.cfg
gamemode_casual.cfg
You can find sv_allow_votes there =)

Don't do this. It specifically says not to modify those files.

Admins should not modify the gamemode_XXX.cfg files. Valve's file naming convention suggests that these files may be modified in the future, and your settings may be overwritten. Instead, modify the file ending in _server.cfg you create.
More importantly, what game are you running?
If CS:GO, game_mode + game_type are you running?
Read the link above and create the correct _server.cfg file corresponding to your game_mode + game_type.
Again, this is all under the assumption of CS:GO, you should always specify what game in post.

I already tried to change this, just too see if it would work, but it does not work.

What i found weird it is that even if I change in console, it keeps the same value
