It will not discriminate between me, a sourcemod scripter and a cheater

I really don't understand what you're trying to accomplish here, why aren't you able to use -insecure + the vac checker that Dragokas posted to filter out vac banned players but whitelist yourself and use an anticheat to ban other cheaters that aren't vac banned?

Because I think removing VAC should indicate a HvH server.
