It's a variable you change to adjust the levels and the power settings etc of heroes to fit to your liking in the shero.cfg add things like batgirl_level 5 in the shero.cfg and on your server batgirl will be level 5.

What is a CVAR and what do they do?
CVARs are variables that affect how your game is viewed and played. Just keep in mind that there are other CVARs such as cg_drawcrosshairs, mp_playertype, or cg_teamchatlines that are totally configurable, but don't necessarily make targets stand out better or eliminate shadows. In this article, we'll only focus on variables which affect frame rates, visuals, and some game action. Here's an example of what you can do with CVARs
Not CS but still the same basic principle...

well the CVAR relates to the server so it would be SVAR rather than CVAR if it were in that fashion

and tbh it never occurred to me what a cvar was, never really though

CVAR = Changes Shit

that's all i need to know...... lol

Of course everyone knows what a cvar is... Anyways after a moment of thought...
cvars=Configuration Variables That's my best guess.
