!sprint with "+use"

Hello,
I've seen a plugin that allows players to use "!sprint" with their "+use" key -> "E"
sm plugins says that it is "OMI Shortsprint" but I could not find it.
Can someone make this, pls?

!sprint-Speed: 1.2
Time: 3 seconds
after this time they shouldn't be able to use this command for 7 seconds.
