From looking at that plugins list of features I dont see FloodCheck having any effect on it. But the best thing is always to try it for yourself.

but add sm_cvar to the start of each line...

For some reason when I load this plugin it cuts off many chat messages if you send it first time. It's really weird.

As you're the first person to mention this, either your client must be doing weird things (scripts?) or you have some other server plugins interfering... Otherwise, be more specific.

Okay what it seems to be doing (I am not sure cause it's weird) is after I type any ! trigger it will not send that message and also any message I send afterwards it will not send (I gotta wait sometimes), but then sometimes it will only not send the 2nd message after ! trigger and rest will work fine.

Sometimes it will only censor the ! trigger message and everything after that shows up.

You can set in the SourceMod prefs if chat triggers should be hidden or shown, and which characters are used for hidden and public triggers. Other than that I have no idea what could cause this (and no way to reproduce it). If it seems random then its most likely normal operation - maybe lowering the sensitivity of the flood protection helps.
