An admin can bring the player's console up with amx_console <player>
A player can bring his own console up by saying in the chat "console me"
it is based on the old adminmod console plugin

it doesnt work for me when i type amx_console kook it wont bring up his console

type amxx plugins and see if it is running.
what type of system are you running it on?
