Console commands (or chat commands with ! )
perks - menu
pna_ability_use - use ability

In menu you can choose ability, or create your own (but I didn't balance prices of custom perks, and perks have a price corresponding to their number - last perk king aura costs 22e per second).

Anyway, this is just example.
