if i choose 2 cpu, then; - 1.CPU 1500 - 2.CPU 1500

OR

Intel® Xeon® E5-2698 v3
2 Core CPU - 1 cpu 2.300 mhz, 2.cpu 2300 mhz


Which one do you think is better?
Which is more efficient for me as a single core performance in the game.
Would it be 128Tickrate ?

Neither of those could run CS:GO. You have restricted CPUs, which means you can't utilize the normal base frequency let alone the turbo speed.

The dedication of cpu resouces in a virtualizations is the hardest part but the most important for csgo.
From my experience vds is mostly just marketing and as with vps it really just depends on the overall load of the host system and how much overhead is left.

Either of those could potentially be fine, obviously the higher the better.

Not sure why people are saying you can't run CSGO, it really depends what you're doing. In the past I've run a small clan server on a £8/month VPS from OVH without any issues.
