I checked the zombiereloaded.cfg,it's no problem,but when the round ends,it doesn't show any specified overlay at all.Can somebody help me?

version 3.1 is old. Here you go is the most updated version.

Also be sure that the files are downloaded correctly.

Type in the console: sv_cheats 1,and it works now.
