Server not updating

Since the last update my server hasn't been able to run and keeps returning with a "Your server needs to be restarted in order to receive the latest update" error. But I've already tried updating several times using SteamCMD and it says it's up to date. I've tried googling and searching other forums for relevant information but I haven't found anything helpful yet and I don't know what to do to fix it.

Did you try what steamCmd itself is suggesting?

I wasn't sure what it meant by the steam install folder, steam itself and all my steam apps are installed into D:/Program Files/Steam and the server is installed in D:/Steam. And I tried validating too, it said it was checked and all fine.

You are running steamcmd from here: d:\steam
And installing the server here: d:\steam\tf2

so they are in the same directory. Don't know if it will fix your problem though

If SteamCMD is installed at D:\Steam
Then you can try installing your servers to D:\Steam\srcds

SteamCMD just doesn't like installing a server into the same folder it is running from, a sub-folder is fine though (at least on Linux)

My srcds.exe is installed into D:\steam\tf2 and the CMD is indeed in D:\steam. Should I move CMD somewhere else or should I reinstall the server in a new directory?

I reinstalled the CMD to e:\steam\SteamCMD and the server to e:\steam\tf2dedi to avoid this mixup again and it seems like it's running now. However no one else but me can connect to it and I don't know why. All the proper ports are forwarded and sv_lan is set to 0. Is there something wrong in my server.cfg or tf.bat?
