I've not found out if this is possible but:

I'm testing my mods in my local client, running CS:GO in -insecure mode.
Everything is fine and people can connect to me on the LAN.
When I attempt to start a lobby with online friends, the game hangs on the loading screen and I get kicked out of the lobby, then need to restart the game to do anything.

I've seen this same thing reported here as well:

Is what I'm trying to do possible, or is the only way with a dedicated server?

Seams like they are losing the connect when they are in the loading screen and thats why they need to take up the conosole and typ "quit or disconnect" so tell them to open the console when they are trying to join the server and see what the massage are

Use "disconnect" as "quit" will close the game.
