I modified the code based on this plugin so that it can work on sm 1.9.
Since I don't know how sdk and gamedata work, I simply set a 0-damage-point of random alive survivor on tank to make tank leave stasis.
Also I put text notification on tank starting attack and check game progress so on the circumstance that tank spawned before players leave start area/checkpoint, it won't leave stasis.
Since my English is not that good and I'm also new to coding, any suggestion is welcome.
Note: hurt.sp is needed to be placed in the folder "includes" to compile the plugin.
