Can AMX MOD X run only on client side?

So I recently made a plugin for Counter strike 1.6 using AMX MOD X, but the problem I am facing is that whenever I connect to any other server on Internet or LAN all my mods disappear. How can i retain these mods?

You play the mods of the server you join. When you create a new game you're joining your own local server.

AMX Mod X is for server modifications only.

So my next question is how hacking is done in counter strike 1.6?

I am actually trying to interface a wearable haptic feedback jacket with the game so when a person shoots or is being shot at he/she would actually feel it.

Client-side development is out-of-scope for this forum - we don't want to be a cheat community.

Also, any client-side modification will probably get you banned as soon as you connect to a VAC secured server. You shouldn't even try.
