I am having trouble getting this plugin working, I look in my plugins list and I find this:

Errors:
clientprefs.smx (Client Preferences): Required extension "Client Preferences" file("clientprefs.ext") not running
saysounds.smx (Say Sounds (including Hybrid Edition)): Required extension "Client Preferences" file("clientprefs.ext") not running
In my extentions list I got this:

<FAILED> file "clientprefs.ext.dll": Could not load DB Driver "sqlite"
<FAILED> file "dbi.sqlite.ext.dll": error code 0000007e
I don't know how I go about solving it or if I'm missing something, any help would be very appreciated.

Make sure you have latest Sourcemodversion and clientprefs.ext.dll and dbi.sqlite.ext.dll under /sourcemod/extensions/

They are shipped with Sourcemod itself? Look on your server in the folder /addons/sourcemod/extensions/ there should be the files. If not download again sourcemod and upload the extensions again.

Other questions: You are running a windowsserver? (obvius though, but I better may ask)

For what game is this?
Are there any other errors? Maybe on startup?

I looked into my extensions folder and I have "clientprefs.ext.dll" but I don't seem to have "dbi.sqlite.ext.dll"

If you mean "You are running a windows server?" by if I'm on windows then that would be a yes and this is for a TF2 server.
Now for any other errors, this is all the errors I get:

Please try to go easy on me as I am new to all this server stuff and I'm looking to learn more and understand why things are broken as so I may learn how to fix these problems on my own.

Edit: I have fixed this problem, my anti virus was attacking dbi.sqlite.ext

I have hit a little snag.. I can't get my sounds to work. I get this readout in the game console:

In my saysounds config I have this:

	"file"	"tf\sound\medic_hat_taunts01.wav"
	}
I'm not 100% sure where i'm supposed to put the sound files, but what I have gathered from other people is there should be a sound folder in the server's tf folder? I did not have it so I made one.

I have the "SM File/Folder Downloader and Precacher" as robotortoise has told others.

As far as I remember you have to replace \ with / and your path is wrong. Delete tf/ so config should look like:

	"file"	"sound/medic_hat_taunts01.wav"
	}
Also: Do not let your player download wav files, it is just annoying to download tons of MBs for just saysounds. Try mp3 instead

Regarding your extensionsproblem:
AFAIK the extensions shipped with sourcemod should run. Try a newer snapshot of SM and see if that does the trick. Also google, what "error code 0000007e" means. I had a similar problem on linux ages ago the solution was to give permissions and to install a - lets call it - driverpackage for mysql
