Hello, I downloaded steamcmd and tried downloading HLDS following this guide:

After I did everything as the guide says
Run as administrator,
wait for it to update, then type
login anonymous
force_install_dir "c:\hlds"
app_update 90
And I get this error: Error! App '90' state is 0x106 after update job.
my hlds folder has only 35.2 mb...
I am using Windows 10
Can someone help me fix this? I just wanna play some cs 1.6 with my friends...

EDIT: FOR EVERYONE HAVING THE SAME PROBLEM:
After you do everything above I did and get the same error:
Error! App '90' state is 0x106 after update job.
After that line just type:
app_update 90 validate
And wait... It did the thing for me...
However if the server crashes as soon as you launch it, follow this guide:
