The online compiler doesn't support includes. Use the compiler provided with sourcemod.
e.g.
\addons\sourcemod\scripting\compile.exe

I did some changes, in your version to allow the sounds, and it did compiled and worked ingame but maybe 1 in 8 times it doesnt shows any vote and just picks a map, i think might be related with this.

The loose indentation is only telling you that the line is not well formatted.
What is the message above saying? Something about AskPluginLoad2().

About the vote not coming up...something in the logs? I also saw it happening but more like 1 out of 40 times or so.
