Ok so then cause of my problem would appear to be the link is https and not http. Or is https valid for a fastdl url?

No, your problem is that you are using the wrong URL. Do not use the one the site gives you, use the actual download URL (starts with dl.dropbox.com )

Enable Developer mode (sv_developer 1) on your client and see what is happening (in your console) when you connect to your server

sv_developer 1 was set. Nothing unusual showing up in hlsw. Im not aware sv_developer being a valid cvar. Did you mean developer 1?

If that is your entire console output, then it is never receiving the FastDL info from the server
