I use default sourcemod ban and when I ban someone and restart server, they can join the server.

My server.cfg with these lines;

exec banned_user.cfg
exec banned_ip.cfg
writeid
writeip

Can you help me?

ya its a csgo issue , auto remove after server restart you can use this plugin to fix this issue

just upload extension and gamedata file and restart the server..nothing else
