Custom sprays & Amxmod x

I have been trying to get Custom sprays to work for a long time
So today i just disable amx mod to see if it would do any good and it got Custom sprays to show up for a players. But i just cant disable for this one thing.
So it looks like i need to edit something in amx mod x
but i don't know what to edit in amx to fix it.
any got any thing?

There is nothing in AMX Mod X that enables or disables custom sprays.

The one thing that I remember that you have to do to have sprays work on your server is to set sv_allowupload to 1.

why would it work when i disable amx?
