about menu can't exit.

I have csgo server , and setup the SM,MM

just used the default plugins, and modifed the admin_sample.in file.

I can open the admin menu by used say "/admin" command.

but I change every option , and the "8" , "9" can back or next , but the default "0" can't exit.

what's the problem ?

0 isn't bound for CS:GO, SM has used 9 for Exit on CS:GO servers for many months now.

Also, 7 and 8 are back and next, right. if you're pressing 9 and it's going next, something is wrong.

I'm sorry , 78 is the back and next ,I means that 0 is invalid to select.

what version of SM are you using on your CS:GO server? 9 should represent exit, not 0

That is a very old version of both, reinstall with Metamod:Source 1.9.1 and the latest SourceMod 1.5.0-dev snapshot.

that snapshot of SM 1.5.0 is quite old... might want to grab the latest snapshot and see if that resolves your menu issues... be sure to follow this when upgrading SourceMod.
