How i can pass name parameter to hl.exe?

i tried this but it does not works

-nojoy -nomaster -nointro -game cstrike -appid 10 -gl -steam -name Example

Or does it possible to make console commands after game starts?

Where counter-strike saves player name

And another question Can i pass additional parameters on the server connect?
