Does this not work in GarrysMod?

I see in Sourcemod log files stuff like this:

And while in game it displays the info as well about the player being renamed.
However it does not re-name the player.

However I am sure it used to re-name players with colour code names...

Maybe you need to update SM, that's usually the problem, or the offset is wrong for whatever engine gmod uses.

I'm running SM 1.3.2:2947 (so it's not that out of date )
Guess it's more than likely due to GMOD not really getting much SM luv *sniff*

It's not changing the name on our tf2 server too :-/

you see the message that someone will be renamed but nothing happens

Yeah, this plugin requires playercommands for those that don't know. THOUGH this requirement can be removed by replacing the servercommand with:

SetClientInfo(client, "name", newName);

And including sdktools for the plugin. If the OP wants to update his plugin to do this he can do!

edit: though, probably need to do an engine check as older games would require the oldskool ClientCommand to change the name.
