if you are russian, why not try to ask in hlmod forum if it is easier for you? And currently I can not tell you the problem, unfortunately you do not give me more infos and you would have to look at the problem. Actually in case of errors something like this is logged and does it count the kills on the server? Or are there problems there too? Have the feeling that he stores the kills on the server, since they still use sqlite instead of mysql

Im asked about it on hlmod. Community cant help me, they dont know what is the reason of this bug. But one person said me how can i fix it, im not tryied

i have the 3.1.6 version on 5 servers and can't explain their error either. I see you are using a FFA server? You can also try the stats system "Fire Player Stats" , which is a bit better than Levelranks.
