Yes there is but it's not acting exactly how you described it...

1. It takes in consideration all your weapons weight + a speed diff. of your current weapon. So you won't run as fast with the AWP as with your Knife. Your speed will be: base speed - (all weapons weight + current weapon speed diff. [the diff. can be positive or negative])

2. Also supports shield weight and shield close speed diff.

3. I don't think that silencers could modify your speed or gravitation because when you are holding an unsilenced weapon, you're still holding it's silencer in your backpack let's say...
