please help me with the sv_downloadurl banner

ok i have a problem with the banner for the sv_downloadurl i have placed it into the gfx folder on both my server and webspace but when downloading maps it shows up as just a black image?
please help me

It's not possible to get it working. The Steam support pages are outdated.

Outdated. It hasn't worked for a while. It's not a matter of "why". It just doesn't. You can always open a complaint to Steam if you want...

what i meant was it explains why it dident work on my server when i tryed it

They implemented it one update and broke it the next.. They claim that people have too much of a chance to abuse it (putting inappropriate things on it)... People that are playing an 'M' rated game should be able to handle inappropriate banners

Eh...I don't think that's what they were talking about since you can put inappropriate pictures in your MOTD too. :\
