HLDS won't start

I've put my server files to
Steam\SteamApps\common\Half-Life\cstrike\addons
and when i try to run hlds.exe it just doesnt respond, please help!

what did you put there, what's are those server files ?

zombie plague server
i put admin pack

do you want to install zp into your local game or want to make an on-line server ?
to put some files somewhere.. did you install all the required files as amxmodx, zombie plague, etc. ?
and what's this admin pack.

please answer for every question independently.

i want to make online server on my pc, i just found admin pack zombie plague 5.0 and put the files to cstrike

Did you install your server using SteamCMD?

okay i extracted the admin pack to my non steam folder because it doesnt work on steam, now i have other problem. I have installed dproto and i still cant connect to my server, it says its only supported to 47 protocol(im 48 )

Read the section on Steam Cracks. We don't support dproto or non-steam servers.

I DO HAVE STEAM. Now i installed amx mod x, and there is no addons only AMX mod X, is it okay to put the admin pack there?
