I know why your using a customised pack for CS

Fix:
Locate this file cstrike_english.txt and delete it

C:\Program Files\Steam\SteamApps\EMAIL\counter-strike\cstrike\resource

if that doesnt work - try resetting your steam skin to the default olive one and restart steam.

Thats also a glitch with the Non-Steam version of Counter-Strike 1.6... Get the latest version of that if thats what your using.
