guys do any one know how to reduce ping
this time my servers players ping is
70-160
people said it should be 10 -20
and i am using entmod+and hook and some plugins

Yes, it's possible. It depends on his hardware and internet connection.

I don't know this information, that's why I suggested him to do so. I am aware of that, running many plugins is not a problem, if you have a good configuration. But you are right, this is not the right place to continue the discussion.

Get a better server with more bandwidth.

Most important thing is to get a host as near as his country possible, if he rents NASA's simulation server and is in e.g. Serbia his pings will be terrible. We have the same problem in Greece as German servers that are cheap and common have a ping of 70-90 when Greek ones have 20-40 (even with lower specifications).

this ping is for people living in rich countries, where the internet is "incredible", also the client hardware may influence the ping.
imo, a nice client ping is something like < 70 ms.

if you are running a server at home, you should get a better internet upload and avoid "heavy" plugins.

you are right, especially when the upload speed is too low, but this will not affect considerably the ping. your suggestion is like this plugin: HudTextArgs Blocker

Right ..

And As wicked said .. Chances of ping getting effected by Plugins is lesser .. depends much on your Hardware and ISP.
