I recently started up my own server.
SourceMod Version: 1.4.1
Metamod Version: 1.8.7

Timeline:
1. Clean SRCDS install for counte strike souce
2. Installed Sourcemod
---Server Test--- *Ran Fine*
3. Installed Counter Strike Deathmatch (the latest release)
---Server Test--- *Ran Fine*
4. Installed sm skinchooser (the latest release)
5. Installed an MasterChief admin skin.
---Server Test--- *Bot Skins Working* *Player Skins invisible* *Client Crash on kill/death versus bot*
---Server Test--- *Friend joins server with same result* *Server Didn't Force Skin Download*
6. Removed Counter Strike Deathmatch
---Server Test--- *Skins working* *No more client crash*
7. ???

And you mention you did use two skin plugins ?

That is the full plugins list.
I only have one skin manager plugin "SM SKINCHOOSER"
When sm skinchooser and CS:S DM are both installed the client side will crash on kill/death.
When I have either plugin by themselves they work perfectly.
I have a Masterchief red and blue skin for each team.
Also I have my fast download set up correctly and i have my skinchooserdownloads file filled in correctly with all the skin files that the client needs to download yet the server is not forcing clients to download them.

I seem to have found the sorce of the crashing. It has something to do with the skins.ini file
apparently when i removed the example skins that I dont have it created and error within the syntax of the file thus causing a client crash.

I still need to figure out why my server isnt forcing clients to download the skins though.

Yep, when try change player "skin" what is actually model, if that file not exist on server, you get error and server freeze.
maybe I write bullshit....
*maybe not, server freezed by missing model
