ok as of this morning I still can't connect... I guess till I can, I can't suggest anything else.

Something wrong about your upload host.

Once I got to see your map via web-browser and that's it.
Then it give error everytime. (timeout and such, can't view your page)

map is in right path (like synced with server).
Then use what @Horsepenis mention
sv_downloadurl "http://www.url.com/tf/"
or
sv_downloadurl "http://www.url.com/tf//"
or
sv_downloadurl "http://www.url.com/tf"
maybe those don't have any differences

Let me guess: You were using Google Chrome?

Chrome has issues with files that have multiple file extensions. Namely, it duplicates the extensions. Even if you remove them in the save dialog.
