[Solved] How to force the up and cmd rate of the clients?

Game: CSGO
Hi, im having this issue in my server. If the client doesnt have the "cl_updaterate" and "cl_cmdrate" set to 128 in their games, when they enter the sever they have up and cmd rates set to 64.
So if i want to force them to 128 i have to exec this commands that i put in the server.cfg:
sv_maxcmdrate "128"
sv_maxupdaterate "128"
sv_maxrate "128000"
sv_minupdaterate "128"
sv_mincmdrate "128"
sv_minrate "128000"

But if a new player enters the server after i exec that commands his rates are set to 64

Is there any way to force the clients rates every time they enter the server so i dont have to set it manually?
it would be so much easier for me.

I have my server.cfg in csgo/cfg/server.cfg
