Hey Guys, I'm wondering if this folder structure is correct. I have a feeling it isn't.

sourcemod-1.3.8-windows/addons/* should be in tf/addons/

Uhhh... Isn't "sourcemod-1.3.8-windows/addons/*" already in "tf/addons"?

The "*" on the end implies the contents of the directory rather than the directory itself, but I'll forgive you for not parsing the path like a computer .

Basically, merge "sourcemod-1.3.8-windows" and "tf".
So the contents of the addons directory goes in tf/addons and the content of the cfg directory goes in tf/cfg

I assume you've either fixed the "sourcemod-1.3.8-windows" or the VDF to point to that.
