Some bad attempt at an anti cheat program.... Devised by some crappy server owner.

Allow me to explain; the most frequently used keys to activate, toggle, or disable a client-side hack program are F12, Insert, Home, etc.

The server slowhacked the client to bind the keys to make the client say that the button has been pushed. At an attempt to tell if someone is hacking.

It's a very bad method... Considering many players use those keys for other uses.
