Frozen Zombies Cannot Infect

How can you make Frozen Zombies unable to infect a Human? and they are also not able to perform the attack move when they are frozen? (ZP 4.3 Fix5a)

In practice: *frozen zombie*
Human passes close to him, Zombie cannot make an attack and infect him 10.0.0.0.1 192.168.1.254.
