Left 4 Downtown 2 extension gives the ability to forcefully disable addons both client and server side.

With the use of "l4d2_addons_eclipse" cvar being set to 1, the effects of addons will be neutralized no matter how many attempts the clients do just to make them work again on the server.

On a separate note, those people who uses injected cheats are not included in this.

Using SMAC would be pointless too as I have seen screenshots of those cheats from websites that they have "SourceMod Anti-Cheat (SMAC) bypass" option.

A few months ago, i was looking for a method to use modified talker without editing the pak01.dir
and I did you can load anything i tested and overwrite the game files without using the addons folder.

I'v tested this in l4d2 i was able to overwrite files that were not usually allowed to be overwritten by addons in the addons folder and could bypass whitelist.cfg and/or l4d downtown's addon blocker.

I'v tested in CSGO and seems to load stuff fine but trying overwrite models (.mdl) crashes(CT/T models)
This was a few months ago and only tested for 10mins


How it works i think
(
From how valve mounts it's updates you can do the samething with the gameinfo.txt and mounting your own directory after all other valve vpks have been loaded
meaning you could have unrestricted access to overwrite anything regardless of what the server allows.
I'v only tried with game assets
)


My conclusion would be to query cvars and just kick them.

It's a locked client convar injected to gamemodes.txt and repacked into a VPK.
Bypasses the sv_cheats 1 requirement. As a result, you will have free wallhack on servers with sv_cheats 0
