[TF2] Deathmatch in Warmup

I searched in every place i could think of in the website and couldn't find a plugin that does a warmup in the waiting for players time like in competitive play but for pub servers.
1- instant respawn
2- respawn in a small area of the map
3- be able to set ammount of seconds for waiting time

Searching in google i found the "SOAP DM" plugin, maybe something like that can be used for waiting time?
