My first public plugin, so bunch of errors i would assume.

I'll definitely use TF2Attributes since it makes things simpler.

Rewrite would be the best. But i'll wait until TF2Attributes gamedata is fixed.

New update...
2.0 -
- Did a complete code rewrite using TF2Attributes instead of OnGameFrame
- Added CheckCommandAccess for ccs_adminflag to specify what admin level
- Renamed the plugin and plugins from dynamicclassspeed to this

Note: I just noticed that the old version had team specific convars... i'll fix this later -.-

since i didn't need team specific i've upgraded to this, but the slowdown cvar is missing, any chance of adding it back?

You can try this one, haven't done tested on server yet since i haven't downloaded the server files.

It adds a new convar:
ccs_team - What team should set speed enabled for? 0 - None, 1 - Both, 2 - Red, 3 - Blue
and a few other tweaks.

If it works fine then i'll update the O.P.

You do not need to, and should not regenerate player after applying the attribute. Simply addcond them the soldier whip buff, 34or whatever it is for like .001 seconds and it will update their speed.
