No.
For custom models, the .dep file is a file YOU create. It's a text file, and each line is the path to a "model dependency", something that the model requires the clients to download, as well as for the server to precache. I'm saying that if you don't have a .dep file for the model, it assumes that it's a model built into the game (e.g. another weapon model for some other stock weapon) and ONLY does the precaching, and does not add it to the download list for clients to download.

My problem is idk how to edit attributes, as some of them require precentage of dmg or simmilar, and I have set my weapon to unusual, but it doesn't work...

There's an example attached to the main post with example entries for that file. Try looking at that and see if you get it. Remember, you have to give yourself the weapon via /givew in order to get it. If you want to modify existing weapons that you already have on you, you use the TF2Items Manager in the TF2Items extension thread.

Hi, i tried installing this plugin and nothing happens
it give no indication of sourcemod starting when i start TF2 and /givew [user] [weapon number] does nothing
I am sure i installed everything correctly but i haven't done this before so i think i may have stuffed up or skipped something idk...
Can someone help?

you 100% sure you put everything where it needs to go? You running latest 1.4.1 snapshot update of SM?
