I have a bunch of admin files in my config
I have no idea how to configure these though.
Can someone explain to me the following:
flags
immunity
groups
overrides
Basically, I want to make myself global admin with access to all commands and all plugin commands

Also:

with the "be the sentry buster" plugin, i type in chat !buster and it says i do not have permission for this commands

If you want !buster command to be for everyone you should add sm_buster to admin_overrides.cfg so it should look like:

...Don't override sm_buster.
"bethebuster" and "bethebuster_admin" are the same as "betherobot[_admin]", but for Be the Buster.

some plugins have command overrides(like be the robot plugin) while others don't
the ones that don't got overrides is the ones you use the command itself for(like sm_noclip)
