client_cmd Bind command will not work on steam anymore update by valve
Do one thing advertise on the server
bind this menu using bind m menu on console

This kind of slowhacking is blocked by Valve and also not supported here.
You may want to ask your players to bind the command themselves or hook the changeteam command.
