I want a plugin that allows a admin (or player) to use a special chat button to talk (via voice) to all players.

features
1) cvar to allow admin to enable/disable all talk
a) sm_alltalk 1 -- similar to sv_alltalk 1
b) sm_alltalk 2 -- allow admins to use +voicerecord2 (or another command) to talk to all players
c) sm_alltalk 3 -- allow everyone to use +voicerecord2 (or another command) to talk to all players

2) [optional] somehow allow admin to voice chat to a single player

of course this plugin should still obey the sv_alltalk cvar and still allow the use of +voicerecord to talk to team only.

perhaps with sv_alltalk 1 on this plugin could operate in reverse (i.e. +voicerecord2 allows talk to team only?)
