Like most people that run servers I sometimes miss updates and then i see my server have 0 people. Is there a way to have something check to make sure you are running the lastest version if not it tell the sysadmin via "email" or you can just kill the pid and update and restart server...

If not, we can probably request something to be made. I think it'd be fairly simple.

every 10 minutes send "heartbeat"

If the next line is "Your server needs to be rebooted blah blah..." then reboot and apply the latest update. I'm not sure if a plugin can restart the server and run a command line though... hmm...
