Set like this

rate 25000

cl_cmdrate 101 (the higher you set this value, the higher you will feel that headshots are easy)
cl_updaterate 101
(the higher you set those values, the higher the recoil will be)

If you have choke, set cl_updaterate to 95, 90, etc...

cl_rate have to be ste once you are connected to a server, so you have to bind it or type it in your console, and its value is 20000 max.
