You don't need a VPS if you have a dedicated server. VPS will just use up additional resources, for something you do not need. Unless you'll be reselling VPS to other people.

Check with your ISP if you have a static IP, if you don't, order one.
When you have it follow the instructions wickedd already posted in the second post of page 3 of this thread.

When you're done, assign a static local IP to the server and forward 27015 UDP port to that IP.

Then just make sure your server and your internet connection are up 24/7.

Can anyone give me the full guide of installation of windows server and setting up cs 1.6 server plz. Because i have tried many times but some thing is going wrong when i am hosting cs 1.6 server on it please help.

I think you should go with LUBUNTU because i have a laptop with very low system specs
1gb ram idk the processor but i easily get 4000+ fps every time in my server.
you might need to install wine.

I've experienced
Linux is fast solusvm or virtualizor and of course with virtualization experts
However, Windows Server 2008 can use up a lot of options and settings you've more and easy config
If you are inexperienced and not qualified Linux is better than Windows use
