2 errors :

- You don't have the counter-strike addon installed on your server. http://www.amxmodx.org/downloads.php
- Plugin file error = either you don't have the compiled plugin *.amxx in plugins/, either the plugin name written in plugins.ini is not the same as the compiled plugin in plugins/.
