Ime just pretty wondered because on the Test Networks i do run KACR on, this Message only appears for around 0,3% of the Players in total.

Please be aware that running a Steam enabled Source Server on an Machine with Steam installed on it can cause Problems, this dosent have to be the Case, but in my Experience it is possible(For Example, up to Today, i cant host CSGO on the same Machine when playing it at the same Time)

The game is TF2.

I don't know if I can perfectly replicate my internet connections from that day. But I have fast Gigabit internet. The server is running on my desktop so the connection is going out from my router to the internet to get routed back to my desktop.

My desktop is an overclocked i7-8700k with 32 GB of fast RAM. The server is running of an Evo Pro SSD. My CPU is never particularly taxed and my system doesn't really lag.

I get a 17ms average response to 1.1.1.1 and <1ms response pinging my public IP my server runs on.

If you get 1ms as Ping to yourself, it is very likely your router or modem dosent actually forwards the packages to the internet but instead back to yourself.

Ive run an Test with the KACR Nightly on my local System in a similar Configuration as you (Win 10, SM 1.10, Latest TF2).
Around 1-2 Seconds after i have used 'connect IP' in my Clients Console, the Server already validated me with the Console Message "Playa<2><[U:1:112229278]><>" STEAM USERID validated".
Please check back if you do also get this Message.
Please also check if you do get the Message "Connection to Steam servers successful." from the Server, without it, the Server probably cant validate any Client.

So you still got kicked even doe your User ID got already validated? Thats weird, KACR should only kick out Clients who arent authorized or ingame. Ime unsure how to further debug this since i cant replicate this Problem on my Setup, also i do not have Anyone else with this Problem.
Ive made a quick loco at the Code and i havent seen a Typo or something that could lead into invalid Array Entrys(or non at all). I can only imagine that the Problem comes from the Fact that your Server runs on the same Machine that the Client does. You can just disable the Check for local testing, please contact me if you also get this Problem with an setup which isent local.
