CPU usage stuck at 5% in stats

no matter what happens its always 5.00 | 5%

changing sys_ticrate has no effect either :-?

Its a default REHLDS+REGAMEDLL installation on a VDS.
I also tried it with a default HLDS installation and it's the same regardless
The system I'm using is ubuntu 22.04 (Server is running thru docker)
